Solo-Selbständige: Unter Verdacht
Freelancers: Under suspicion

by Karin Finkenzeller (14 Jun 2020)
Original source: Zeit

The uncertainty related to the application for emergency aid is affecting many creative artists and cultural workers. As the regulations were initially all but transparent, it was not clearly communicated that it is not possible to apply for entrepreneurial salaries in every German federal state. Now, there hangs the accusation in the air, that artists are obtaining benefits from the state by fraud, which the state awarded far too carelessly. Rainer Bode, cultural advisor in Münster, and a few fellow campaigners have therefore sent an appeal for remediation to the B undestag Committee for Culture.

Leaving the Corona crisis behind with a . Can the federal government's billion-euro package save culture?

by Skadi Jennicke, Ulrich Khuon, Dagmar Schmidt, Wolfgang Schmidt, Olaf Zimmermann, Hans Dieter Heimendahl (12 Jun 2020)
Original source: Deutschlandfunk Kultur

As part of the economic stimulus package, the German Federal Government has provided one billion euros for the protection of the infrastructure in the cultural and creative industries with its "Restart Culture" programme. In the new format of Deutschlandfunk, the "Cultural Policy Salon", representatives from various sectors are discussing about the significance of the government's cultural package in the current situation and how the exit strategy from the crisis could look like for the sector. The participants agree that the economic stimulus pac kage is an important signal for the sector, but it is still seen as a form of emergency aid. The crisis is far from over, many cultural institutions are still in test mode. As the municipalities and institutions are still reacting to the crisis, they hope for some deceleration, so that there is again time for a reflective approach to the demands of the new everyday life.

»Erwerbstätige dritter Klasse« . Soloselbstständige fühlen sich von Koalition im Stich gelassen
»Third-class employees« . The freelancers feel abandoned by the coalition

by Anja Müller, Frank Specht (07 Jun 2020)
Original source: Handelsblatt

Many solo self-employed people in the cultural and creative industries had high hopes for the new economic stimulus package of the German government. These remained largely unfulfilled. As before, the cost of living and thus an entrepreneur's salary cannot be claimed. For many self-employed persons, the only option left is to apply for the basic social care 'Hartz IV'. Last Friday, the Federal Council passed a resolution to support self-employed artists and media workers. It demands that at least they be granted a flat monthly subsidy to compensate for the lo ss of income.

That's it with the oomph? . Action plan and statement of the Network of Authors' Rights (NAR) on the economic stimulus package "NEW START CULTURE"

by Netzwerk Autorenrechte (05 Jun 2020)
Original source: Netzwerk Autorenrechte

The economic stimulus package passed by the federal government provides hardly any subsidies for the book sector. The Network of Authors' Rights (NAR) is calling for improvements in this respect so that authors and translators are not pushed into social welfare (Hartz IV). Various funding possibilities are outlined and the importance of literature not only as a source of knowledge and education, but also as an economic factor is pointed out.

Was wir im Lockdown über das Digitale gelernt haben

by Anika Meier (02 Jun 2020)
Original source: Monopol

The corona crisis has accelerated the shift to the digital world. Art exhibitions were also presented online in times of lockdown. If there is no other choice, even these institutions who have tended to avoid online media are now turning to social media to communicate and exchange ideas. In her column, Anika Meier examines what we have learned with regard to the digital world during the crisis, presenting various activities of the recent months, from livestreams via Instagram to online viewing rooms and augmented reality. In doing so, she urges art critics to think about new standards for evaluating art on the Net. Naive euphoria or unreflected criticism of the fact that virtual exhibitions cannot replace real museum visits do not do justice to either the artistic-curatorial claim or the medium.

»Es gab keine Kommunikation zwischen Theater und Politik« . Öffnung von Theatern und Opernhäusern
»There was no communication between theatre and politics« . Opening ot theatres and opera houses

by Barbara Behrendt, Michael Schmitz-Aufterbeck (31 May 2020)
Original source: Deutschlandfunk

Around 30 employees at the Aachen Theater had Covid 19 in March. Even though the state government of NRW allows the theaters to reopen on May 31, a regular program will only be played in Aachen in compliance with the hygiene rules at the beginning of the new season. Then only smaller productions will be shown in front of a significantly reduced audience.
The general director Michael Schmitz-Aufterbeck is irritated in the conversation that the politicians have not previously sought a dialogue with the persons engaged in the cultural sector. He describes in great de tail the difficulty of implementing the requirements for his employees, as the rooms are particularly limited on back stage and are sometimes very narrow.

Überraschung oder Enttäuschung . Was steckt drin im Kulturpaket?
Surprise or disappointment? . What comprises the stimulus package for culture?

by Felicitas Twickel (29 May 2020)
Original source: Aspekte

In the coming week, the German federal government is to adopt an economic stimulus package for the cultural and creative industries. The hopes for support are high. Felicitas Twickel spoke to representatives of the industry who were particularly affected by the pandemic. In addition to the organizers of festivals, which will lose all income in 2020 without replacement, the freelancers in particular are affected by the crisis. If it is not possible to promote them with the announced cultural package, then the diversity of culture and music in Germany is in peril.

by Hans D. Christ, Iris Dressler (23 May 2020)
Original source: Welt

In a conversation with WELT newspaper, the heads of the Württembergischer Kunstverein in Stuttgart Iris Dressler and Hans D. Christ make an argument to take advantage of the lockdown for a deeper reflection on the art world. Their text is not only a plea for a reasonable payment for the artists, but at the same time an invitation to the art institutions not to focus on a mass audience in the future, but rather to understand the houses as spaces of ideas and discourse, in which sociopolitical issues are negotiated.

Back from the Web: Theatre under Corona Constraints

by Susanne Burkhardt, Elena Philipp (22 May 2020)
Original source: Deutschlandfunk Kultur

In the »Theatre podcast« by Deutschlandfunk, Susanne Burkhardt and Elena Philipp, theater critic Cornelia Fiedler and actor Matthias Wuttke investigate the limitations of the crisis and the opportunities that the reopening of houses can bring. Few houses have found ways to show current productions under the conditions of the lockdown. It turns out that theaters in Germany have developed many formats in recent decades that now enable corona-compatible forms of theater.
